Commuter Benefits are account-based transportation benefit plans that offer participants tax savings on work-related commuting expenses. Clients can choose to offer a transit and/or parking account to their participants.

Transit Accounts
With Commuter Benefits, employers can offer participants transit accounts for their work-related commuting expenses. Transit accounts can be used to pay for commute expenses to and from the workplace. Eligible transit expenses include passes, tokens, fare cards, vouchers, or similar items for:
- Mass transit (such as the train, bus, subway, or ferry)
- Commuter highway vehicles (such as vanpools)


Parking Accounts
With Commuter Benefits, employers can offer participants parking accounts for their work-related parking expenses. Parking accounts can be used to pay for the following types of parking:
- At or near the participant’s regular place of employment
- At a location from which a participant commutes to work by carpool, commuter highway vehicle, or mass transit
Benefits Card Technology
Funds for Commuter Benefits are auto-loaded to a Benefits Card and can be used to pay for eligible parking and transit expenses anywhere the card is supported.
Additionally, smart technology allows all EBC account- based products, including FSA, HSA, and HRA, to be loaded on one Benefits Card.


Additional Services
Our Compliance Services provide employers with the support they need to meet important regulations. We offer the following add-on services to employers who use EBC to administer other benefit offerings:
- Wrap plan documents: Wrap your health and welfare benefits into a single plan document and summary plan description (SPD) to simplify administration, combine required notices, and eliminate the need to submit multiple Form 5500s.
- Form 5500: We prepare your health and welfare benefit plan Form 5500 to meet ERISA reporting requirements. This is included with our health care FSA and is an additional fee for other products.
- Nondiscrimination testing: We gather information from you and perform the required testing on your behalf. Annual testing is included with our FSA and POP administration and is an additional fee for other products.
