The Consolidated Omnibus Budget Reconciliation Act (COBRA) of 1985 requires most companies that sponsor group health plans to offer their health plan participants and the participants’ families a temporary extension of health coverage in certain instances where coverage would otherwise end. While COBRA is a complex law with many intricacies, our administration helps employers meet the necessary COBRA requirements and helps COBRA qualified beneficiaries have a smooth transition of their health care coverage.

End-to-End Administration
At EBC, we help our clients meet COBRA requirements by providing full end-to-end COBRA administration. Our administration includes:
- Providing notices within the required timeframes and proof of mailing when required
- Premium billing
- Collecting premium payments from continuants
- Sending remittance to employers
- Coordinating with carriers for reinstatements and terminations
- Administering state continuation options in certain states
- On demand online reporting


Reporting
Our COBRA reports go beyond what other administrators offer and give employers the information they need in a way that’s easy to understand. We have designed our COBRA reports to help employers manage their qualified beneficiaries, oversee premium billing activity, and complete their federally required reporting.
Blanket Notifications
We also offer blanket notifications. With blanket notifications, we send initial notices to every individual a client currently has enrolled in any of their group health plans. This helps bring the company into compliance with initial notice requirements.


Open Enrollment Services
We also offer open enrollment services, which include sending open enrollment information to qualified beneficiaries during their open enrollment period when employees are allowed to change or add coverage(s).
EBC must be the COBRA administrator to provide this service.
State Continuation Options Available
Federal COBRA regulations apply to employers with 20 or more common-law employees.
We offer Wisconsin and Minnesota state continuation administration for all employers. Texas, New York, and Connecticut state continuation administration is available to employers who also have federal COBRA administration.


Additional Services
Our Compliance Services provide employers with the support they need to meet important regulations. We offer the following add-on services to employers who use EBC to administer other benefit offerings:
- Wrap plan documents: Wrap your health and welfare benefits into a single plan document and summary plan description (SPD) to simplify administration, combine required notices, and eliminate the need to submit multiple Form 5500s.
- Form 5500: We prepare your health and welfare benefit plan Form 5500 to meet ERISA reporting requirements. This is included with our health care FSA and is an additional fee for other products.
- Nondiscrimination testing: We gather information from you and perform the required testing on your behalf. Annual testing is included with our FSA and POP administration and is an additional fee for other products.
